As we have explained, our idea is that an Advisory

Committee should be formed representative of the users

of the harbour and other interests concerned and we hope

that it would be possible for you to be present at a few

meetings of that Committee, while you are still in

England, with a view to deciding on the lines on which the

work of planning should proceed while you are abroad, and

on the staff which it would be necessary to provide for

that purpose.

Will you let me know whether these proposals are

agreeable to you. If so perhaps we might meet again to

deal with any points that may need clarification and to

decide upon the invitations to be issued to the members

of the Advisory Committee.
